Yes you can arc stainless and iron  , you need to use dissimilar rods and be carefully with the different melt temps.
As said above Jim is the realy guy for fine details on this

It a rod for welding metals that arn't the same (dissimilar).
The weld will take on the characteristic of the ferrous metal.

From what I understand (I'm not a welder) cast iron can be welded, but will often crack along the edge of the weld if put under any strain.

Dissimilar rods are for welding two dissimilar metals, you need the right type depending on what metals they are.

Now Now boy's play nicely, anyway back to the other rods, the welding ones.

You can weld stainless to mild steel using either stainless or standard steel rods BUT it's better to use stainless rods to prevent the  stainless component rusting along the fusion line.
