Stop solenoid failing?
Gets warm, resistance increases, it looses magnetism, and lets the plunger go.
Cooling it down gives it a new lease of life, till it gets hot again.
Just a hypothesis.
Try and get a finger on it when the vehicle gets hot, see what it's like.
I think that is where I would start, anyway.
How the heck did he figure out tipping cold water on the pump, anyway......?
