I'd like to bet that the commercial suppliers use the cheapest feedstock ie. palm / solids / semi solids for the fuel that is mixed with dino, on the assumption that the dino will keep it liquid.They can then keep the good liquid stuff for themselves.

Surely they buy 10 or 20k litres at a time with random samples taken for testing?
As far as I know just about every garage, in a given area, irrespective of logo is supplied from the same bulk storage.
