I guess RTFO certs would not be issued for crop-based biofuel production.

It's debatable whether this would have a big impact on the used vegetable oil market, or whether the used oil would just get exported to wherever it is viable to make it into biodiesel.

IF you're growing crops purely to make Bio then YES it is more damaging the fossil fuel.

How many litres of fossil is required to produce 1 ltr of bio? There's a very long chain of fossil driven energy sources required just to get the crop in the ground let alone combine, refine and deliver.

also as cuba found out to its cost when there was an oil embargo, you need fossil fuels to make the fertiliser and pesticides needed to get good yields from most crops used to make bio fuels.

It is true they have a valid point about Growing crops purely to  produce fuel .I know of at least 3 farmers who do just that .
