Apparently this called boil-over, and caused by water or a water and bitumen emulsion being present when hot loading bitumen.

At least they won't have any pot holes left there  ;)

i started with the oil spill and ended up in a german wartime bunker and about an hour older. isnt the internet wonderful.

i started with the oil spill and ended up in a german wartime bunker and about an hour older. isnt the internet wonderful.

I seem to get an hour older every 60mins with or without the interwebby thing.
