Not bought anything from these people, so can't recommend, just doing some research for a possible future project, but this crowd on ebay have an amazing range of heating elements, many suitable for tosser tubes.

This is a search just on heaters in their ebay shop ...

If this is 12kw @ 380V then it should be just under 5kW at 240V:

To my understanding it will still produce 12kw of heat at 240v but will pull 50amps and at 380v 31.5amps.

No you are not using Ohms law in the correct way
volts /resistance = current

they look dangerously cheap to me. the pads are probably ok as long as you earth the drum or whatever you attach it to,but i wouldn't trust those immersion elements in a tank of meth laden oil. i have seen an element blow a hole in the side and arc merrily in a fryer full of hot oil. because it was under the oil it didn't set the oil on fire. still alarming ,and pretty, to watch.

the trouble is they all look that same. no way of knowing if the magnesium oxide powder used to insulate the element from the  outside metal casing is packed properly and doesn't have gaps in it.  they maybe fine, or there again they may not be. i wouldn't trust them in a tank of methylated oil myself. they have shortened lives anyway from the carbon build up if you use the ones designed for water, which most on here do. the ones designed for oil should last longer. i know we only use them well below 100C but they still occasionally blow.
